David Pengilley is the General Manager at the IGT and leads the IGT’s tax complaint handling and broader review functions. David joined the IGT in 2003 and has lead most of the IGT’s reviews in which the IGT works with the ATO and others to effect administrative and legislative improvements. David has worked with the ATO and other bodies to transfer the tax complaints handling function from the Commonwealth Ombudsman to the IGT. To date, this Ombudsman-type function has resolved a wide range of complaints raised with the IGT and led to a number of improvements in tax administration more generally. Prior to the IGT, David worked as a Principal Research Officer in the Senate’s Economics and Legal & Constitutional Committees. He also draws on 7 years’ experience in various roles at the ATO, including 4 years in the ATO Solicitor function which provided in-house legal advice to the ATO.
